As a co-operative, Glasgow Community Energy is owned and controlled by our members and managed in accordance with our Rules by a voluntary Board of Directors drawn from our membership.

In 2025–2026, using grant funding from the National Lottery Climate Action Fund, Glasgow Climate Action Hub and Foundation Scotland we have also been able to take on Staff for the first time.

Below you'll find details of Glasgow Community Energy's current Staff and Directors. Directors who are Officers are listed at the top, with the rest in order of first election/appointment. Any member aged 18 years or over can put themselves forward to be elected to the Board (see Rules 57-60).

Our Staff are paid at least the real living wage and are given appropriate channels for effective workers' voice as defined in the Scottish Government's Fair Work First guidance.

Joe is a Community Energy Specialist with 15 years' experience supporting community organisations to deliver renewable energy projects.

He has played an active role in the development of the community energy sector in Scotland and the UK during this time. From 2015–2021, Joe worked at Local Energy Scotland where he held lead responsibility for supporting projects across Argyll & Bute, Stirling and the Glasgow City Region. Between 2013–2015 he co-founded Exeter Community Energy and worked on the development of their first portfolio of rooftop PV installations and a successful community share offer.

Bronagh Gallagher

Bronagh has been working in the community and voluntary sector in Glasgow for over 20 years and is committed to supporting grassroots community action.

Working as a freelancer since 2015, she specialised in designing participatory processes and strategy development, supporting a variety of community engagement, movement-building, and social justice initiatives. From 2019–2025, Bronagh worked in Enough! Scotland, which provided resources and workshops on the relationships between climate breakdown and capitalism, and supported the development of community-led alternatives as a response. In 2024, she completed a Masters in Political Ecology through the Autonomous University of Barcelona (UAB).

Gemma has worked within the non-profit sector for over 10 years and in community energy for the past 7 years.

From 2018–2026, Gemma worked at Local Energy Scotland supporting community energy projects across South West Scotland, Argyll & Bute, Stirling and the Glasgow City Region. This included supporting the first subsidy-free wind farm to be constructed, involving both community Shared Ownership and Community Benefit. During her undergraduate degree Gemma became interested in co-operative and democratic organisational models. She then developed further interest in community renewable energy through her Masters in Global Sustainability at Strathclyde University in 2015–2016. She is committed to environmental, economic and social justice, supporting meaningful change and empowering action locally.

Calum Watkins

Calum Watkins

Chairperson first elected in 2018

Calum first became a Director of Glasgow Community Energy whilst studying Electrical & Mechanical Engineering at the University of Strathclyde.

He now works at Ofgem as part of the engineering team. Calum sees community-owned local energy as a key resource to empowering communities and combating climate change. He has volunteered in his capacity as a STEM Ambassador for several years, to organise solar energy workshops in partnership with local schools and community groups.

Tom has been immersed in community energy since 2013.

His job at Carbon Coop sees him managing various types of community energy projects from energy generation through to building decarbonisation. Tom co-founded Loco Home Retrofit in 2022, Glasgow's community-owned retrofit co-operative. Originally from Australia, Tom has found a new home in the Glasgow community where he volunteers for local issues.

Ellie is an artist and activist based in Glasgow.

She has been working to develop a community-owned renewable energy co-operative since launching the Radical Renewable Art + Activism Fund project in 2015. She has been a Director of Glasgow Community Energy since the co-operative was established in 2017, serving as Chairperson until 2023, before taking on the role of Treasurer. She does this alongside working as a part-time lecturer in Contemporary Art Practice at Duncan of Jordanstone, and campaigning for improvements to public transport and active travel with Carfree Glasgow, Get Glasgow Moving and Bring Back British Rail.

Claire is a community organiser and activist who runs a Lanarkshire based volunteer group which focusses on addressing the climate emergency through new habitat creation, path network improvements, community growing and active travel.

She is passionate about community-led regeneration and delivering on the ground positive change. She is also the director of a social enterprise that works to develop community capacity and deliver community-led projects and partnerships. Claire became a Director of Glasgow Community Energy in January 2021, following a period of work as our part-time Community Organiser.

Niki Tait

Niki Tait

Niki is currently pursuing a PhD in Engineering at the University of Glasgow, contributing to the GALLANT initiative, which aims to tackle Glasgow's environmental challenges.

Her research focuses on sustainable, low-carbon energy solutions for communities, aiding the city's net-zero transition. She is a member of the UNFC Wind Energy Sub-group, having reviewed UNFC Wind Energy Specifications. Niki leads the Glasgow Centre for Sustainable Energy Early Career Researcher Network, organising multidisciplinary events, and has supported public engagement at WEST Fest and MusARC. Before completing her MSc in Sustainable Energy in 2023, she worked as an actuarial pensions consultant, with a background in finance and economics.

Cat is currently studying for a Masters in Sustainability Leadership at the University of Cambridge focusing her dissertation research on Collaboration and Partnerships towards a Sustainable Future.

Cat’s career in the Media industry spans over 20 years across Europe and Asia. She most recently spent 10 years at the BBC in a variety of roles, finishing with the BBC’s Group Sustainability team as Project Director responsible for developing the business cases for sustainability and contributing to environmental reporting in the annual report. Originally from Galway, Cat and her family have lived in Glasgow since 2021.

Joe was appointed to the Board to represent The Pollokshields Trust, a community organisation which Glasgow Community Energy signed a Collaboration Agreement with in 2021 in order to facilitate our solar installation at Glendale Primary School.
